players basically can rule areas right? at least, i think that would include 'do as much as possible'.. say area X theres a council of 11 players, which determen a few rules for the area.. and the majority of each things get applied.. and you can in some way vote for who gets to be councellor.. now what about include the little thingy that is pvp there, pvp forbidden / not forbidden.. that way people really are going to vote for people that want pvp / dont want pvp in certain areas.. i think the majority doesnt want pvp to be allowed in a big city area, where a lot of trading is going, so they forbid it there.. you can of course forgo this warning and just kill random people, with the risk of getting hunted down yourself.. and of course, theres areas with houses ruling, and they want open pvp so they can kill everyone that enters their ground..

take this into concideration? =)

You can set rules for PvP in your city if you are a Lord (a leader of the house).

But PvP has other rules too. It's based on factions, Houses, Continents etc.
If you allow PvP in your city, the general rules apply. If you don't, you get punished if you PvP.
